pictures and ringtones are not important in a review.
what i look for in a good mobile phone review are
precise technical details about the phone's abilities - i want to know what the phone can and cannot do to decide whether it's for me or not. i want clear specs and numbers, and a side-by-side comparison with other phones.
real-world experience - the reviewer should have been using the phone for several weeks in order to write a good review. somebody who just got the box, opened it and played with it for a few hours cannot give a valid opinion
description of features - i want to know what features do, how the phone can be used, get a good overview of all its capabilities
honest opinion - i want to hear about all the good stuff, as well as the dirt on all the bad stuff. if the reception is bad, a feature doesn't work, the firmware has bugs, the keyboard is flimsy, whatever - i want to know about it. the reviewer should be objective and give the whole picture.
as an example, i've read some good and detailed reviews at http://www.mobiledia.com.
