Kilo stands for 1 thousand.
there are 1024 bytes in a Kilobyte and 1024 Kbs in an Mb

when i emptied memory stick it was still 13,1 mb not 16mb why is that? |

Probably caused by the file system formatted. Like in DOS, a 5.25 inch floppy has capacity of 1.5 Mb. It comes to be 1.2Mb as formatted to FAT system.
