Of course there are differences in between IP adresses based on country provenience for example.What do u mean extra charges? By WAP u mean? U should check with ur operator if they apply diff'rent charges but i doubt.They should have huge registries with IPs and no one does that:What they can do is to prevent u from going to anyother site than theirs.But u gotta check it out with the provider.One more thing: no reason for them to charge diff'rent as long as ur browsing and downloading is the same- u consume the same amount of kb to use those sites.
