have you looked at your call divert settings? On some phones, you can set the delay before it goes to answer-phone, and if this is too short than it will ring only twice.
This is probably too obvious, so could be a software problem

In principle the maximum time before an incoming call is diverted to
voicemail is 30 seconds. You sould be able to set it to 30 seconds by<
keying the following sequence:
* * 6 1 * * * 3 0 #
"61" is the code for unanswered calls, "30" is the time in seconds; you
can key in 5, 10, 15, 20, 25, or 30 seconds.
