I use (depending on my requirements) the following:

a) Ericsson WAP IDE 3.2 (inludes R380, R520, T39, and T68 emulators) from http://www.ericsson.com/mobilityworld/
b) Openwave™ SDK WAP Edition 5.0 (http://developer.openwave.com)
c) Nokia Simulators from http://www.forum.nokia.com

All of which are WAP 1.2.1 compliant.

I use these emulators when testing WAP pages (in prefered order)
1. Nokia WAP toolkit 2.0. Slow, but almost error free.
2. UP.SDK 4.0. Good because of the detailed error messages.
3. Opera 6.0. Fast and easy to use, but no error report whatsoever.

It's because I've quit the company and the new owners don't know how to make new models
