If you're talking about computer IP addresses, you can use an anonymous proxy server and you need to configure your web browser, this way websites will see the proxy's IP address and not yours. Mobile phones don't have an internal IP address, the IP address you see is the address of an operator (provider) so simply changing your SIM card would change the IP address that shows up when you visit any website.
