there are quite many programs to use... have tested some of them, and can't say that I'm satisfied... and often it's just "try before you buy" or free to use but they place watermark ads on the pages...

I use Adobe Acrobat to make PDF documents... it works great  but Acrobat it's not free.... |

http://www.fastpdf.com/ offer free conversions for less than 12 pages ass long as they place an ad on every page.
