No you don't. You need to download it from the net. Why don't you flash it with a FS Europe 4?

The path is tpa/preset/system/language.
Download this pack containing a lot of languages, included yours. It has a small tutorial.

The package contains the de.t9 and de.lng files. So you need to be sure that the customize.xml file you uploaded before has in the allowed language part the de language.

Ok, give me some minutes.
Did you do all these:
i) Using the tool you like most (i've used Far Manager with JDFlasher), go to
tpa/preset/system/language folder and delete the files lng.lst and lng.dat
ii) Copy the *.lng and *.t9 files included in this pack to that folder
iii) Copy the allowed_language.txt to that folder
iv) Copy the lng.lst and lng.dat to that folder
iv) Copy the Customize.xml to tpa/preset/custom (WARNING: you might loose
your WAP profiles and other customizations. If you want, instead of copying my
Customize.xml file, you can backup yours then edit it, putting the entries
that are in my file for the languages, and then send your file instead)
v) If you want to have the optional wap home page for the languages, copy the
files to tpa/preset/system/wap/opmenu
v) Restart your phone, and there you have 44 languages for you to choose!
