In my opinion the two most important things to look for in a laptop is screen size and processor, because those two things can't be changed. You can add more RAM, upgrade the Operating System, add a bigger HDD later on (or buy 1TB external HDD), plug in extras like a Bluetooth adapter, wifi card, a 3G modem (or cellphone as modem), plug in a USB hub for more ports, change the CD/DVD drive even. If your budget is tight, integrated graphics will do (just).
Nothing limits your laptop more than getting too small a processor. I'm using an entry level Vaio CS with an Intel Pentium Dual-Core running 2.16GHz plus a 14.1" LCD and I would not recommend anything less than that unless you're buying an Netbook. My processor struggles under Vista Home Premium, even after a RAM upgrade from 1GB to 2GB. A clean install of Windows 7 has improved things a lot.
I have some friends with 1.6GHz single-core processors, 1GB RAM and Vista, and their laptops are soooooooo slooooooooooowwwww it is embarrassing. Definitely go for a decent processor and upgrade the RAM and OS (to W7) as you can afford it.

Just prioritize first the basics of a computer.
my laptop is an Acer brand having a dual-core processor, 14.1 inch HD display. 2GB Ram, 250Gb hdd, and it runs smoothly on Vista Home Premium.
Just sharing my specs.
