Most flash menus found around the internet are created and edited by  itself... Flash menu requires some advanced knowledge about flash programs. If you want something professional for flash editing you can try adobe flash cs4 but it's not free program...

owh ok my mistake for misreading, sorry pal...flash menu right . i thought you are going to make animated slide show with SWF file as the output format and this animated photo is totally different from flash menu
