what exactly is the joystick counter ??????????????????????????????

just what it's called... it counts the joystick usage... each press with with the joystick in any direction results in an increase of the counter

to be honest? no..
for T300 it's removed in firmware R1D011 or later, it's replaced with a Total call time counter instead

SE may be using it for diagnostic purposes, if the joystick fails they can identify if the fault was cause by over-usage etc.

I can't think of any other use of the counter...

it has nothing to do with that... and the counter can be reset by a servicepoint...
