just what it's called... it counts the joystick usage... each press with with the joystick in any direction results in an increase of the counter |

to be honest? no.. 
for T300 it's removed in firmware R1D011 or later, it's replaced with a Total call time counter instead |

SE may be using it for diagnostic purposes, if the joystick fails they can identify if the fault was cause by over-usage etc.
I can't think of any other use of the counter... |

it has nothing to do with that... and the counter can be reset by a servicepoint... |
