I just upgraded my firmware to R1DA032 using SEUS.
I used WESTERN-EUROPE 1214-7311

Now when I try and open the Applications sub-menu I get Operation Failed error message.

I also can not open any of the applications under Location services or any of the Games.

I suspect the Java is problematic?

I have also tried to Reset All Settings.

Does any body know how to fix this?

It sure is a java storage issue. If that applications are located in applications folder, simply uninsuall and install back. Note that having applications stored on memory stick is more inclinable to corruption. Just for that I highly recommend keeping as most applications as possible stored in phone memory (and for that phone's own memory is important regardless on capacity of memory card used)
You can try extract respective .jar files from filesystem and reinstall them as commo 3rd party applications.
