There are products in the marketplace today called "MegaSIM" - which are exactly what you are explaining. The key problem with the idea is the cost of the memory. Today SIM cards cost the MNO (maybe) 50 cents or less. Adding memory pushes the SIM card into the M2 or microSD cost range. While this is to be expected, the MNO doesn't like it because of the extra inventory they need to carry - and more to the point - FLASH memory is notorious for quick ASP declines.
