W re-flashes still free if the phone is under a year old?

He has the latest F/W so I advised him to got to our nearest CPW repair centre and ask for a re-flash. I gave him the reciept to prove that the phone was under a year old, but I just got to thinking whether the rules had changed? Thanks.
