Is there a free way to connect to my dad's pc, to help him out with issues.

He is always ringing asking me things, now if I could do it without leaving the house, its a bonus.

He only lives 10 mins walk away, but he will ring me up for the silliest of things.

RD might be a tad difficult since he'd need to have admin rights on his dad's PC.
Remote assistance is easier since it works via Windows/Live Messenger.
