Everytime I try to do a videocall i get a message saying it failed.
It doesnt even try..

So my question, what settings do I have to change ?

maybe your provider dont support it
ask them

Well I have tried that in my country with several phones... It doesn't try at all as there is no 3g network coverage available... Does your network provide 3g services?

Yes, it shows 3G all the time

That's weird.

Call your provider and ask if they need to activate the service from their end. Also try your SIM in other mobile with videocall cappability.

I remember here when the 3G and the videocall thing came, Claro (my provider) change everybody's SIM for one with 128KB (before was 64kb only).
Perhaps you may have an old SIM without 3G or Videocall activated?

probably the person you are calling doesnt have 3G signal.
