< = joystick left
> = joystick right

then

Service info -> SIMlock

if all locks are opened it's unlocked and can be used on any network

the easiest way is to try two sim cards from different networks in the phone. if they both work, the phone is unlocked.
they don't make them like they used to

Can`t you take a couple of sims, for example in the UK bands are 900 and 1800 so i would take a o2 or voda to test 900, and a Orange or T mobile to test 1800 band. anyway if your sim works OK and the owners does is`nt that good enough, people don`t normally lie if your going in person.

Also in the service menu how or what to look for specifically to check if browser is unlocked along with the SIMLock being unlocked??
Dont just say look for the unlocked lock pads because my eyes cant tell just by looking at them. Guess that I'll have to actually just try to WAP with my SIM inside but I'll hate to setup all the settings again.

@prom1,you mean you coul'nt distinguish a locked padlock from an unlocked one?the unlocked one has it's hook protruding to 1 side :-) no need to change SIM,just do the service menu thing for you to find out all the details :-D

My T39m is FULLY unlocked browser and SIM card, but the padlock is NOT opened to onside like @>, but its just barely noticeable as just like looking at a real lock when its just opened with the ring not swung out.

On my newly purchased T68i from AT&T I have 3 unlocked and only the network locked, does that mean its unlocked or that it can't be unlocked?

If there's a 1 by the lock then you can still unlock it. If there's a 0 you can probably still unlock it but it requires a bit more invasive procedure.

@digitalic, I would also check the joystick count to make sure it's not too high, therefore hasn't been used too much;
In that same menu (>*<<*<*) go to Service tests then Joystick counter
