arnt they files similar to iso ones, ie there an cd image?
in that case you'd need something to mount it like PowerISO, Daemon Tools etc.

Use daemon tools to mount the image.

i mount the image using daemon tools then when i try opening the virtual cd/dvd drive it says that the disk is not formatted "Windows cannot read from this disk. The disk might be corrupted, or it could be using a format that is not compatible with windows."

Sounds like the .bin file might be corrupt. Can you burn it to a CD / DVD in the usual way using Nero or Roxio etc. ?
If not, I'd be looking to download the file again from a different source or in a different file format.
