How come Cingular is not available in Western PA?

I looked on Cingular's website and they have full coverage in my area but they don't offer us service. Why is that?

Cingular offers their own GSM service in CA, Las Vegas, Washington State, and the North/South Carolina Area. If you have Cingular for example in NYC you are really using T-Mobile service.
