What do you mean by 'text to mp3'? Mp3 is an audio file-type, text has nothing to do with audio. Sorry if I'm missing something, but could you please explain a little further?

As far as I know It is called Text to Speech not Text to Mp3. 
Use Microsoft's APIs.
