There is a way to enable it now.
Do it at your own risk, just like I did.
Works with K610/K790 & other phones of the same descent
what you need: working K610 (charge it lest you run out of juice), USB cable (came with phone), setool2lt software
steps* to follow:
1. switch off the phone
2. install the setool2lt and install drivers (located in one of the program's catalogues) - use FTDIUNIN.exe to uninstall drivers prior to the procedure (windows must detect new software); if you can't run other steps it means the drivers aren't installed properly
3. restart system
4. run setool2lt and choose the right phone from the list
5. press the E button next to MiSC files droplist
6. paste the following into the notepad window and save the file where you can find it:
gdfswrite:00020E4901
gdfswrite:00020E4A01
gdfswrite:00020E4B00000000
7. press write script and then press and hold c on the phone's keypad - plug in the cable to the phone; window on the left will start showing you what's going on (namely writing to the f/w all lines of code shown above) - lots of info, not just a line or two; wait till a message READY appears at the bottom
if it doesn't work - try installing drivers again - the soft in one catalogue and make Windows require you to install drivers in the other catalogue, too!
8. remove and then replace battery**
9. switch on the phone
10. with phone on type *585*0000# and press the call soft key
presto "tech mode started" message appears; you can find it under the quick access key
