DRM and File 'Activation Status'

I've been trying to use MP3's on my W580i with a DRM Packager but all files I make read 'Activation Status: Locked'. I'm not quite sure what this means but I'm willing to hazard a guess and say it is why I can't use these files as my ringtones. When I check some files I can use, (they're m4a instead of mp3, if that matters) their activation status reads 'Unlocked'.

My carrier is Rogers and I'm looking to find out how I can go about using MP3's as my ringtone without having to buy them from my cruddy carrier. Any suggestions?
