DVB-H is being trialled actually,in delhi.
Im not entirely sure,but i think the spectrum for DVB-H also comes under 3G spectrum policy.
So even if someone want to launch,it wouldnt be possible until DoT sort out 3G spectrum (which they've been doing for years!!) and not to mention lack of handsets in market..
