Perhaps you are confused by the fact some SIM cards are JavaCards. Those cards can be programmed by the operator with JavaCard, a subset of Java. But this kind of programmability only can affect the Sim Application Toolkit (that's the menu which is different in each provider).
And from that menu, a JavaCard program can only do simple things, like writing text messages to the screen, getting text strings for keypad, sending/receiving SMSs, making calls,... These kind of things can be used to offer rather simple services, but not J2ME functionality.
