I can't help you because I don't live in your country, but I can tell you this: this settings depend of your carrier, so post what is yours and maybe someone can help you. Luck

You should be able to get your settings from the Sony Ericsson website, you put in your details and it will send your operator's settings direct to your phone, all you need to do then is install them. It gives full instructions on the website
