Guys I have read a lot of forum threads about this issue, however, I think this may clear things for you!
When you reset the phone the memory adds up to 1,104 KB with free and used memory all together, and free memory somewhere between 950-980 KB. However, if you delete some of the pictures which are preset which unlike the preset sounds and themes are deletable, your free memory remains the same as it is. So no matter if you delete the preset pictures or not the memory is used up by them. That's why they keep coming back when you reset all settings. So you may as well leave them on your phone! Actually they are "undeletable" from the phone.
