What are some good Bluetooth SDKs for windows. I am on a budget, if there are any free ones out there I would love to hear about them

all I could see where the newest drivers. Am I missing something? I am looking for a Bluetooth SDK (Software Development Kit) so I can write software to access all bluetooth devices.
