is there such a thing as a usa sim with free roaming that u can use in the uk and also incoming calls are free?

I don't think it possible with a commercial subscription issued by any operator. The roamed network operator will charge the home network when you on roaming anyway.

Ah rite, i want to use the sim for VOIP calls. So theres no foreign sim that can recieve VOIP calls will be free to use here then?
