Theme Creator is not included any application for animation. You should use 3rd software to create/edit your animated pictures and then import it to theme creator.
You may use Photoshop/Image Ready, GIF Animator, etc. to create/edit animation.

It's firmware-related and it uses flash to do so. Try to search in this theme section,there is a thread discussing that, forget where it is.
