Yes of course, you get them from a site on internet...check forum for addresses and then save the image to your computer. You then connect your phone to the computer either using Infra-Red or Bluetooth and send...

If you don't have the above technology on BOTH ends, you can't get connected. That means that you must have an Infra-red port on your PC or a bluetooth adapter. What you might find easier is a cable that connects your PC to your phone. Now Ericsson has manufactured a new USB cable for T39/T68 phones but it's not yet on the market. Try looking for the USB cable made by Mobile Action that works just perfect with the phone and ofcourse costs have the money of the original thing (www.mobileaction.com).

Yes, provided it's a .gif file (.jpg as well on T68i) and it's the correct dimensions (101 x 80 pixels). See above for instructions on how to send the picture to your phone...
