I dont think it exists. It would be a bit pointless wouldnt it? The data charges would cost more than actually making a phone call. Also EDGE is fast enough, you need a wifi connection.

Well I would have started at skype.com but then again this makes sense. If it was not posted there it probably does not exist.

GPRS and EDGE have too long latency for it to be useful - your speech would be delayed for up to a second.

Probably but once again. Skype did not develop or release it and the data costs would be higher than an actual phone call, soooo why bother?

I have a good price plan for data transfer, so I think it would make sense for international calls.
