You mean with streaming video? I don't think so. The nearest thing you can have is probably pics automatically transferred from the phone to the PC in a pre-defined interval. Try downloading the K700WebCam (now renamed as SE WebCam) and see if it works on the K800.

Just set all the necessary items in Options. Make sure you assign the correct port number. Phone's directory refers to the path where the pictures are stored in your phone.
If you want to publish the images to the web you need to have access to an FTP server and fill-in the necessary FTP settings in the app. Note that the images are only sent to the FTP site by this applications. You need to setup a viewer (like an html page with automatic refresh) to make the images available to other people online.
