It looks and sounds real to me. I have no knowledge of the offence or the person involved, but I have been to that music festival, travelled those roads, visited the illegal drags and been the recipient of infringment notices like that and it all sounds plausible to me.
I highly recommend that sort of letter writing tactic to harass to powers-that-be when thier incompetence rears its ugly head. I wrote similar letters to the Family Court and to my ex-wife's lawyer and it resulted in my winning custody of my 8 yr old son.
Still very funny to read though. I like the bit at the end about how he will spend the $120.
