Sounds like they want to do cheaper tarrifs on longer contracts.
For example maybe the O2 Online 50 at £14/m for 18 months instead of £19/m for 12 months.
18 months is too long for a contract if you ask me, after 18 months I'm usually ready for an upgrade.
[edit] or after reading it again, maybe they are just reducing their tarrifs, but also trying to make 18 month contracts more attractive by improving the bundled minutes and messages offered.
