I use PhotoShop / ImageReady for that.
resistance is futile.

u need images that run in sequence.. then load then in the keyframes of Fireworks( i used it)..

Then save as GIF file...

basically GIF animation is just frame by frame animation..

I use ImageReady, but the simplest gif animator is UnFREEz which is Freeware.

Just use any image software to make you gif images (the frames), then just use UnFREEz to make them into an animation.

I'll try to look for a tutorial site using Photoshop / Imageready but basically what you do is:
1. create the frame by frame animation with photoshop using different layers to represent different frames of the animation. Preferrably (though not necessary) the lowest layer should represent the first frame.
2. switch to ImageReady and click the Animation Tab below. by default you will be shown the first frame which consists of all the active layers. Customize this if necessary - turn on or off layers as needed.
3. if you sequenced the animation correctly where each layer is a complete image of each frame then all you need to do is click the Animation menu (upper right corner of the animation palette) and click "make frames from layers". Further customize your animation by adding / duplicating / deleteing layers and frames as needed. Also adjust the timing of each frame as needed.
4. Test your animation quality and timing by clicking the play button on the Animation palette.
5. When you're ready, click File, Save Optimized As... and save your animated GIF.

Edit: A quick google gave me this site, this might help...

i think the best software tht u can use for making animations is the combination of abode photoshop and macromedia flash.
i think macromedia flash is the best .gif animation software so far.
