i dont think theres any totally free ones, but i do know of a program called nhGPS which is a one-off cost of £25 but you have to download your own maps, it doesnt do route planning either but you really cant expect that much from software which is so cheap or free
you'll need to buy yourself a bluetooth gps reciever though
