In my W800i, whenever the battery level goes to less than 10% I charge it for about 2.5 hours. When I turn off the charger off the level is 100%, but it suddenly goes to 96%. Then I charge it for another 15-20 min, but it stays at 96%. Why is that?

It's not your battery's problem, just the battery gauge. When you plug the charger in, it probably hits 100% very quickly and the charging will stop, so the extra time you plugged it in for has no effect.

Bear in mind, the phone is still running off the battery while you're charging it, so there will always be a small drain; when you unplug the charger the phone will light up, deactivate the charging circuit etc. and all this requires power.

Lastly, your method of always running the battery down very low and then full charging it (this is called 'cycling') is actually not good for the W800's type of battery. You'll find it better in the long term to give it frequent small charges with one full cycle every 5-6 months just to recalibrate the battery gauge.
