no, when u ring someone you get a dialling tone. now you can get music playing when YOU are calling someone.
I rang someone the other day and it played billie jean. |

thats all up to your operator. any phone can do it, but only certain operators do it. |

Here in india, Airtel and Hutch provide the features at an addl cost. The features are handset-independent and cam play on anything from a Nokia 1100 to a K800.
