Tesco's network has virtually the same PAYG pricing structure on one of their 2 PAYG price plan options, and most of us know about what the O2 PAYG online SIMs offer for a tenner each month, ie. 100 mins x-net or 300 texts etc.)
Also, on the easymobile site, for a tenner you'll get £20-worth of airtime plus the SIM.

I presume that it'll be locked, but to be honest I'm really not sure.
