i'm trying to create a gif from a few jpgs(kind of like a slideshow), but when i save it and view the gif the quality of the pics is crap. so is there anyway i can minimize or stop the loss of quality of the original jpgs. btw i'm using eximious soft 3.02.

not really, gifs are only 256 colors while jpg's are millions.
Gifs are only good for simple graphics that include up to 256 colors, cartoons etc., if you create gifs from real pictures or real scenarios (humans etc.) it will allways look bad.

Different software has different algorithms to optimise, by using dithering or diffusion they can simulate the lack of colors, but result will allways be poor compared to the original jpg

As a themer you should take into account that a phone display often shows a higher contrast than a computer screen.
Also, gif images, especially animated ones, look not as noisy on a phone display as on a computer screen (I guess because phone pixels are smaller and the contrast is higher which makes the lighter pixels optically blur a little over the darker ones' edges).
So before throwing your noisy gifs away, you could send them to your phone first and see how they look there.
To make quality loss off your jpg's show less, it's better to reduce colours and edit before converting to gif.
So first reduce colours (256), try some options like contrast (less reduces range of colour values, your phone shows higher contrast anyway),blurring and (re)sharpening, and saturation or whatever other usefull options you can find in the software.
Then, when the result looks good enough, convert to gif and try on your phone. Most probably you will get a picture that looks a lot smoother than a directly converted one.
You probably noticed that really smooth animations for your phone often don't have many colours or are monochromatic. This also reduces the amount of memory taken and therefore the stress on the cpu.

Short: reduce colours and edit first, animate and convert later.

I used Adobe ImageReady 7.0 and had good results. Just use Photoshop to rezise the pictures to whatever display your phone is, and then use ImageReady to create the animation. Use the help option for info on how to do it.
