Mobile phones sold in Indonesia mostly unlocked and unbranded.
Only a few are branded or locked, and all for low-level GSM or CDMA phones.
AFAIK, all Sony Ericsson phone here are also unlocked and unbranded.
Besides, the price of SE phones in Indonesia usually lower than that in Europe or other countries in Asia.

I think it depends on GSM Network frequency in your area. SE W550 works in coverage of 900/1800/1900 MHz of GSM Network.
Why not just try it by inserting your own SIM Card or borrow from your friends for a test?

All you need to do is to go into the service menu ( Aka Secret Menu) and check if there is any Locks on the phone...If its in a Third World country like Asia- Generally phones are unbranded-as cell companies want to give freedom to choose operator-as per need basis...!

In any circumstance that its a locked phone..You can go to any SE center around the world and ask them to re-flash the phone BIOS to Universal( So as to accept any SIM)..And if its a Legal Issue to Unbrand the Phone in Indonesia, then you will have to do it yourself...by using Total Multiserver or whatever the Techies can recommend...!

Here In India, There are loads of Cell Repair shops that can unlock software and unbrand phone for you at a resonable price...!

Good Luck...
