You could try the GIMP. I use it on a Linux machine, but it's also available for windows and it's free! |

Photoshop has ImageReady where you can make/edit gif's
don't know if it's any good but i use it when something needs to be done. |

if your familiar with flash animations you export GIF from there...
Macromedia Flash or SWISH (third party)
