As we know there is one GSM-operator in North Korea as well. But I guess, it serves only North Korean government. As one traveller wrote, all mobile phones are taken away when a tourist enters North Korea.
When you leave, you will be given it back.

It's quite odd, because without roaming agreement you can't use your mobile phone anyway.

Has anyone from Esato been in North Korea recently? Was your phone taken away while you were in this country? Did you get it back afterwards when you left the country? Did you see anybody speaking over the mobile phone there?

PS. I wonder whether North Korean operator has any roaming agreement with operators from other countries?

Mobile phones are banned in North Korea except perhaps for the ruling elite. There were some mobile phones being used by the people as far as I know, but I believe they were banned after a railroad explosion, which some consider to have been an assassination attempt on the North Korean leader. There was speculation that a mobile phone may have been used to set off the explosives.

Even if mobiles were not banned in North Korea I don't imagine that most North Koreans would be able to us eone anyway considering how poor they are and that food shortages and power failures are more pressing concerns.

Several years ago a special permission was needed if someone wanted to take along his/her mobile phone to Russia. Now there is no need for permission. Perhaps one day North Korea also opens GSM mobile system for everyone and starts establishing roaming-agreements. Or what do you think?
