Perhaps restrict pming people until you have 2 posts or something?
THat would stop me from receiving these damn scam pms.

yeah, thats been suggested a few times but what stops them posting a few half-sensible posts to achieve that count so they can go about their normal business?
the internet is what it is and I think its very hard to make a rule like that which won't disadvantage honest people
the best bet is to simply report spam and let us deal with it
