Yes, it's just one of those silly business terms that effectively means having a website.

It's silly because it's one of those terms that some businesses use because it sounds fancier than saying "We have a website" for example.
It's a bit like "We provide Creative Internet Solutions" rather than "We build websites" or "We offer bespoke IT crisis management" rather than "We mend computers".
