How are the response-times in most UMTS-networks?

About 250ms for umts and 650ms for gprs here. |

Ah, so FPS is out of the question!
I've been thinking that it would be awfully easy to make someone's phonebill very high if one just sends a bunch of TCP / UDP packages to the IP-address linked to the phone.
Anyone thought about this when chatting on IRC for example, from your phone that is?! |

I was Wondering how much RTT would be like in real life,as hsdpa boasts reduced RTT.
and how much codes are realistically shared (by a provider) for a typical user in real life ?
and what would be the practical up/down speeds of a category 10 hsdpa mobile?
