On my T68i, firmware R2B025, when I haven't got a signal, like when it says searching or no network, the green LED doesn't flash at all, anyone else noticed this? It's an easy way of seeing if you've got a signal when the clock screen saver is up.

There's nothing wrong with your phone. This is the way Ericsson have been making their mobile phones forever: the green light flashes to indicate that you have signal just like flaminglips said. Ericsson was one of the first companies to do this and many others followed.

if we can change the signal color then it will be best.
Can we change it to red ? since it can show red when we charging right ?

The LED is obviously multitalented because it displays both green and red like you said but I think making such a change is a complicated matter that is probably (my guess) only achievable through software manipulation - the LED is programmed to turn red under certain situations, like when the charger is plugged in and the phone is off or when the battery is low but I don't know how this can be done otherwise...

Pretty interesting thought though...

I believe you can invert the colors of the green led so that it will blink red when on and turn green when charging just by changing the pools of the two legs on the LED (turning it 90 degrees around on the PCB).
