They make a gateway. Check out BSNL site sancharnet.in. They offer bulk sms packages

Ya you right its not free but free sites have ads to earn revenue and also have per day limit.

@Nizam> I dont know the tech'cal 'How to' of setting up SMS Centers. But many Organisations, Online Sites do provide related services for a fee.
SMSC can be setup by different people/ organisations for various purposes. Like Yahoo Msngr has tie ups for sending texts thru Operators in different countries, Free (to users) Texting Sites, even your Banks or Such Institutions sending out info have Dedicated SMS Centres'
