Gotta say I'd rather live in Canada or the UK (or europe really) while the US is a nice place to visit.. I was more than happy to leave it after 3 months.
I guess its a bit like anything, somewhere or something else is always ncier than what you have at the time.

Part time workers in Norway often work for the Norwegian Mail, for some company that wash building interiors, helping hand at old peoples' home or etc...

Not really as long as you do a job that doesn't have much communication. Most everyone below 50 years of age speak English, it is a compulsary subject/class in school.
But some people have forgotten their school knowledge, they understand but they don't (dare) to speak.
Above 50 year old people: it depends on the person if he/she knows English. Many do, often because of their own interest. Persons born in 1947 were the first to get the opportunity to learn English in primary school.
