Yes you can use either cable or irda to upload to the phone.
Transfer File Wizrad helps you set up a file transfer connection for your irda to use to transfer files between phone and PC

That is one annoyingly big picture you have posted there 
Next time try and crop it 
Then: the picture you show is NOT the pop up window of the theme. The popup window cannot be changed (it is not a picture but a coluoured window on your phone)
Did you by any chance mean to change the 'screensaver'?

Hey buddy, from examining that window, that is actually a picture attached to a contact. See how it says "Accept?" and "Yes" and "No"? Well, that means that someone is calling. Yeah, you can change that pic, just attach a different one to the contact who is calling you.
As for the pop-up window? The pop-up window can't have pictures. The wallpaper, desktop and menu can all have pics, but not the pop-up window. Sorry to disappoint.
Oh, and can you edit your previous post and PLEASE PUT IN A SMALLER PIC?!?!? It is hella annoying to have all that wasted space!
